Karen Duncan, MD, MBA, serves as the President and CEO of JPS Health Network, a public academic hospital licensed for 582 beds. JPS is the only Psychiatry Emergency Center and the longest-standing Level I Trauma Center in Tarrant County. Dr. Duncan leads the organization with more than 30 years of healthcare experience in administrative, clinical, and educational roles. As a visionary leader, she has successfully developed teams, driven innovation, operational excellence, and strategic collaborations. Dr. Duncan believes that by focusing on the patient, positive outcomes can be achieved for team members, patients, and the community.

Dorothy DeBose, MBA, BS, RN

Dorothy DeBose serves on the Tarrant County Hospital District Board of Managers, currently as chair of the Human Resources Committee. Ms. DeBose is a retired healthcare executive with extensive healthcare management experience as a Chief Nursing Officer and VP of Patient Services and was a partner/manager of an executive healthcare recruitment and search firm for over ten years.

 

She previously served on the Fort Worth League of Neighborhoods, Opening Doors for Women, Action Partners Council, Adolescent Pregnancy Prevention, Inc., City of Fort Worth Disciplinary Board, Senior Citizen Board, and Healthy Community Coalition

 

Ms. DeBose holds an MBA in management from Amberton University, and a Bachelor of Science in business administration and management from the University of Texas at Arlington.

Trent Petty serves on the Tarrant County Hospital District Board of Managers and also as the Chair of the Planning Committee, helping guide the JPS Master Facility Plan.

 

Mr. Petty has served in public administration for 35 years, including the last 20 years as founder and president of Petty & Associates, a firm successfully assisting municipalities and counties with retail and mixed-use developments across Texas.

 

Previously, Mr. Petty served as the City Manager of Grapevine and Westlake and Assistant to the City Manager of Lubbock. He holds a Master's degree in Public Administration from Texas Tech University.

Monica Bailey Jackson

LeVis Consulting Group, LLC

 

Monica Bailey Jackson is the owner and founder of LeVis Consulting Group, an Arlington firm that provides construction services, construction management, and project/program management.

 

Jackson has more than 28 years of architecture, engineering, and construction industry experience with an area of specialization in contract management, project administration, and business development. She has managed and trained staff, prepared and developed pre-contract planning, reviewed specifications, and developed procurement schedules.

 

Jackson has served as the Vice Chair for the Regional Black Contractors Association since 2004 and also serves on the Board of Directors for the Fort Worth Metropolitan Black Chamber of Commerce.

Katrina Keyes is the CEO of K Strategies, an award-winning marketing and public relations agency. She is an accomplished business and community leader with more than 20 years of marketing, public relations, outreach, and supplier diversity experience. Katrina is overseeing communications, community outreach, and the MWVBE program for the JPS Master Facility Plan.

 

Katrina has served on the board of directors for the Arlington Black Chamber of Commerce, the Dallas Fort Worth Minority Supplier Development Council, the Regional Black Contractors Association, and the National PR Council.

Daphne Walker

Senior Vice President, Chief Legal Counsel

JPS Health Network

 

Daphne Walker has more than 25 years of experience in healthcare and has worked in many clinical areas, including labor and delivery and intensive care. She holds a bachelor's degree in nursing and spent time as a nursing supervisor, performance improvement manager, and nurse executive. A graduate of SMU Dedman School of Law, she worked at Fulbright & Jaworski (now Norton Rose Fulbright), before transitioning her practice in-house to a publicly-traded hospital company.
